When the State of Utah believes that a child has been abused, neglected or is dependent, the Utah State Division of Child and Family Services (“DCFS”) will bring an action in Juvenile Court to try to provide state services to the family to address issues that exist or, in cases where services are not appropriate or DCFS recommendations are not followed, to terminate parental rights.
